AG Sunday’s Child Predator Section Secures State Prison Sentence for Lackawanna County Man who Had 200+ Child Sexual Abuse Material Files

HARRISBURG — Attorney General Dave Sunday announced that a Lackawanna County man will serve up to a decade in state prison for possessing 201 files of child sexual abuse material.

A Lackawanna County Judge sentenced Lucas E. Kelsey to 5 to 10 years in prison, plus six years of probation, regarding felony charges filed last year by the Office of Attorney General’s Child Predator Section.

Kelsey pleaded guilty in October and was sentenced Tuesday. He must also register his whereabouts with police, following release from prison, for 15 years.

“Possessing child sexual abuse material is not a victimless crime, and this prosecution and sentence should make clear the severity of this heinous conduct,” Attorney General Sunday said. “Downloading and viewing this material is child abuse. I commend our Child Predator Section for continuing to seek out offenders and hold them accountable.”

Agents served a search warrant at Kelsey’s Moosic home in March 2025 and found the material on hard drives.

The case was prosecuted by Deputy Attorney General Kimberly Moraski and the Child Predator Section.
