Cara Bowser
First Deputy Attorney General
Kara Bowser serves as the Office of Attorney General’s First Deputy Attorney General, bringing extensive courtroom and leadership experience to the role. Prior to serving the Office of Attorney General, Kara spent 12 years with the York County District Attorney’s Office, most recently as First Deputy District Attorney. During her time with the District Attorney’s Office, she prosecuted homicide cases and led the office’s Special Crimes Unit.
Kara earned a Bachelor of Science in Criminal Justice, with a minor in History, from Juniata College, and went on to receive her law degree from Widener University School of Law’s Delaware Campus, where she was a member of the Moot Court and the Moe Levine Trial Team.
Early in her career, Kara clerked for the Honorable Dennis Reinaker of the Lancaster County Court of Common Pleas and the Honorable Joseph Adams of the York County Court of Common Pleas. She began her career as a litigator as an attorney with the Berks County Public Defender’s Office, handling cases in both the juvenile division and on a general trial team.
Raised in an Air Force family and a graduate of Waynesboro High School, Kara resides in York with her family.
Kyle King
Chief of Staff
Kyle King serves as Chief of Staff to Attorney General Sunday, where he supports strategic initiatives and day-to-day operations. He joined the office following Attorney General Sunday’s swearing-in on January 21, 2025. He has had more than 20 years of executive leadership at both the York County District Attorney’s Office and in private business.
Mr. King received his undergraduate degree in Political Science from Shenandoah University in 2002.
Mr. King, his wife, and two children reside in York County.
Greg Rowe
Senior Counsel to the Attorney General
Greg Rowe serves as Senior Counsel to the Attorney General. He previously led the Pennsylvania District Attorneys Association (PDAA), where he strengthened support for prosecutors and ensured their perspectives shaped legislation, public discourse, and appellate advocacy.
Before becoming Executive Director, he directed legislative strategy for PDAA and earlier led the Legislation and Policy Unit at the Philadelphia District Attorney’s Office. His work has advanced protections for victims of domestic violence and sexual assault, strengthened rape shield protections, reduced witness intimidation, supported the prescription drug monitoring program to combat the opioid crisis, advanced justice reinvestment, and expanded second-chance opportunities through Clean Slate reforms.
His leadership was recognized through his selection to participate in the Harvard Kennedy School Executive Session for State Court Leaders and when City & State Pennsylvania named him to its 2022 Pennsylvania Law Power 100. Greg earned his J.D. from the University of Wisconsin Law School and an A.B. from Harvard College.
Ben Wren
Deputy Chief of Staff
Ben Wren serves as Deputy Chief of Staff to Attorney General Sunday. In this role he manages the Communications, Government Affairs and Office of Public Engagement departments in the Office of Attorney General.
Prior to joining the Office of Attorney General, Ben worked as a contract lobbyist representing clients on a range of issues including public safety, education, gaming and economic development. He served in a variety of roles in state and national campaigns including as a strategist and spokesperson for General Sunday’s campaign. He also served as Chief of Staff in the State Senate.
Ben lives in Westmoreland County with his partner. In his free time, he enjoys performing in and attending local theatrical productions, Pittsburgh sports and learning about history.
Brett Hambright
Director of Communications
Brett Hambright has spent much of his 25-year professional career providing information to Pennsylvanians, including more than a decade in public service at the county and state levels. As communications director, Brett leads a team with a daily mission of informing the public of noteworthy Office of Attorney General actions, as well as warnings about activity and trends that impact Pennsylvanians and their families. We utilize a variety of methods to connect with constituents and members of the media.
Kirsten Heine
Criminal Law Executive Deputy Attorney General
Kirsten Heine currently serves as the Executive Deputy Attorney General of the Criminal Law Division of the PA Office of General Attorney. She joined the Office in 2017 and served as the Chief of the Criminal Prosecution Section until 2023. From 2023 through 2024, she served as Chief Counsel and Deputy Chief of Staff.
Kirsten graduated from the City University of New York School of Law and began her career as a prosecutor in the Family Court Division of the New York City Law Department. Kirsten then spent over a decade with the Philadelphia District Attorney’s Office working as an ADA in the Trial Division, Assistant Chief and Chief of the Charging Unit and Chief of two units in the Trial Division.
In 2023, Kirsten received her Masters in Public Administration from the Fels Institute of Government at the University of Pennsylvania.
Ronald Eisenberg
Civil Law Executive Deputy Attorney General
Ron Eisenberg serves as Executive Deputy Attorney General for the civil division in the Pennsylvania Attorney General’s Office, after serving as chief of the office’s criminal appeals section. Before joining the Office of Attorney General, he was the supervisor of the Law Division of the Philadelphia District Attorney’s Office for over 25 years. He has argued at all levels of the state and federal court system.
Ron is a member of the Pennsylvania Supreme Court’s Criminal Rules Committee and the Advisory Committee for the Pennsylvania Suggested Standard Criminal Jury Instructions. He has also served on the Court’s Appellate Rules Committee and Grand Jury Task Force. He represented prosecutors on the Pennsylvania Advisory Committee on Wrongful Convictions, and was an adjunct professor at Temple University School of Law, teaching legal writing and research.
Eisenberg received a bachelor’s degree from Haverford College in 1978 and a law degree from the University of Pennsylvania Law School in 1981.
Sean Kirkpatrick
Public Protection Executive Deputy Attorney General
Sean Kirkpatrick is the Executive Deputy Attorney General of the Public Protection Division. Prior to this appointment, he served as Chief Deputy Attorney General of the Appellate Litigation Section. Mr. Kirkpatrick has worked for the Office of Attorney General for nearly 20 years and has argued extensively before the Pennsylvania Supreme Court and Third Circuit Court of Appeals.
Before joining the Office of Attorney General, Mr. Kirkpatrick clerked for Judge Yvette Kane of the United States District Court for the Middle District of Pennsylvania and was an associate at a large law firm in Philadelphia. He is co-author of West’s Pennsylvania Appellate Practice, a multivolume treatise on appellate litigation in Pennsylvania. He received his undergraduate degree from Bloomsburg University and his J.D. from Temple University James E. Beasley School of Law.
Mr. Kirkpatrick, his wife, and two daughters reside in Dauphin County.
John Kitzinger
Chief – Criminal Investigations
Mr. John F. Kitzinger is a proud Philadelphia native who has served in local, federal, and state law enforcement for over 37 years. A graduate of St. Joseph’s Preparatory High School, he went on to earn his Bachelor of Arts Degree in Sociology from Villanova University and a Master’s Degree in Criminal Justice from Saint Joseph’s University.
John is a third-generation cop who followed both his father and great-grandfather joining the Philadelphia Police Department where he worked as a Police Officer for 7 years. From there, John moved on and continued his law enforcement service for the next 22 years as a Special Agent with the Federal Bureau of Investigation. John spent his entire career building strong law enforcement partnerships and targeted the most violent offenders affecting our communities.
After retiring from the FBI, John joined the Pennsylvania Office of Attorney General in May of 2017 as the Deputy Chief for the Bureau of Criminal Investigations. In 2019, he was promoted to First Deputy Chief of Criminal Investigations. In April of 2021, John was promoted to Chief of Criminal Investigations responsible for directing over 400 agents across the Commonwealth of Pennsylvania. Those agents are tasked with investigating narcotics trafficking, violent gangs, gun violence, public corruption, child predator crimes, fraud and numerous other criminal violations under the purview of the Pennsylvania Office of Attorney General.
John is a Commission member for the PA Municipal Police Officers Education and Training Commission. John also serves as a board member for the PA Insurance Fraud Prevention Authority, as well as the Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN), High Intensity Drug Trafficking Areas (HIDTA), and Pennsylvania Law Enforcement Accreditation Commission (PLEAC).
In his spare time, John is active supporting several law enforcement charities including Families Behind the Badge, the Philadelphia Police Foundation, and Pennsylvania Special Olympics.
Danielle Brown
Criminal Law Assistant Executive Deputy Attorney General
Danielle A. Brown is a seasoned legal professional with close to two decades of experience in diverse legal environments, spanning public service, private practice, and government agencies.
She is currently the Assistant Executive Attorney General for the Criminal Law Division at the Pennsylvania Office of Attorney General. In addition, Danielle is the Director of Witness Relocation Program. She joined the Office of Attorney General in 2014. She previously served as a Deputy Attorney General and Chief Deputy Attorney General in the Asset Forfeiture & Money Laundering Section.
Prior to joining the office, Danielle worked as an Assistant District Attorney for the Philadelphia District Attorney Office and at a law firm in Philadelphia specializing in legal malpractice defense matters.
Danielle’s career is a testament to her ability to synthesize complex legal issues, lead teams with precision, and advocate for justice.
Marguerite Quinn
Director of Government Affairs
Marguerite C. Quinn serves as the Director of Government Affairs for the Pennsylvania Office of Attorney General, where she leads legislative outreach and serves as a point of contact for members of the General Assembly. She advises on policy development, provides input to legislative offices on proposed legislation and supports the Attorney General’s priorities by tracking legislation, and ensuring communication with legislators and staff.
Marguerite previously represented the 143rd District in Bucks County in the Pennsylvania House of Representatives for six terms. Prior to being elected to office, Quinn spent time as a volunteer teacher in American Samoa and as a marketing professional for an international consulting firm. She enjoyed a career as a realtor until sworn in as state representative in January 2007.
She is a graduate of St. Joseph’s University and a lifelong Bucks County resident.
Michelle Nutter
Director of the Office of Public Engagement
Michelle Gwinn Nutter, PA Office of Attorney General’s Director of Public Engagement, is a Pennsylvania-certified teacher and former Safe and Supportive Schools Manager for the PA Center for Safe Schools. Michelle provides training and technical assistance for schools and community organizations on a variety of safety and prevention topics.
She is a certified trainer in a number of prevention programs, including: the Olweus Bullying Prevention Program; Lifelines Suicide Prevention, Intervention and Postvention Program; Safe Dates; and Partners Against Hate. She assists schools in the prevention of and effective response to bullying, cyberbullying and bias-related tension incidents. Michelle received her B.A. Degree in English Education from Messiah University and a M.S. in Education Law from Nova Southeastern University. Michelle participated in the 2016 White House Bullying Prevention Summit.
