“The Luzerne County District Attorney's Office is proud to join the statewide Law Enforcement Treatment Initiative (LETI) program. This initiative allows our police to guide individuals who are suffering from substance abuse disorder into treatment, rather than criminally charging them when treatment, rather than punishment, is a more effective option. With overdose deaths as the number one accidental killer in our Commonwealth, this program is a forward-looking option to help those suffering from addiction to find the light at the end of the tunnel. It is our hope that this program will be a step in the direction of freeing those suffering from the bonds tying them to these poisonous substances. The scourge of addiction continues to permeate our communities. The Law Enforcement Treatment Initiative or LETI is a state-supported community outreach program that enables and encourages local law enforcement officers who come in contact with non-violent, drug dependent individuals to refer them directly to available treatment resources. The program also provides monitoring to assure that participants follow through with their recommended treatment. LETI provides another opportunity and method to respond to the problem of addiction in Columbia County and I urge our local officers to become actively involved in implementing it.”

“The Law Enforcement Treatment Initiative (LETI) in Luzerne County increases collaboration between our local Law Enforcement, Treatment Providers, and Luzerne County Drug & Alcohol Department. Conceptually, LETI offers a person struggling with a Substance Use Disorder with multiple access points for referral and linkage to treatment services, including at time of arrest. Additionally, LETI will alleviate added strain on law enforcement, the judicial system, and the corrections systems while potentially decreasing overdoses and overdose deaths while also increasing treatment admissions. The LETI Program is an exciting new initiative that has the potential to positively impact our residents, their families, and Luzerne County as a whole.We are grateful and eager to embark on this collaborative venture with law enforcement. “CMSU Behavioral Health and Developmental Services (CMSU) is committed to developing additional opportunities to divert people experiencing behavioral health and intellectual disabilities/autism issues away from the criminal justice system and into supportive services and treatment. The creation of a Behavioral Health LETI program supports our mission by enhancing collaboration between CMSU, state and local police departments, and the Columbia, Montour, Snyder and Union Counties District Attorney’s offices to provide a behavioral health response instead of a legal response to a behavioral health problem. CMSU is already actively involved in the substance use disorder (SUD) LETI program in Columbia, Snyder and Union counties. We welcome Montour County to those same efforts today.
