The Law Enforcement Treatment Initiative (LETI) is a collaborative program with participating District Attorney’s in Pennsylvania, spearheaded by the Office of the Attorney General, that aims to combat the opioid crisis, substance use disorder and concerns of behavioral health by connecting individuals to treatment or service options with the purpose of diverting individuals away from furtherance in the criminal justice system. LETI aims at bridging gaps between law enforcement, the community and the resources available to them.

“Pottsville Police Department found me in a parking garage using meth and alcohol. Police asked me if I was interested in drug & alcohol treatment. I told the police I wanted to clean up my life. Police then drove me to a treatment provider for an assessment. Schuylkill County Law Enforcement Treatment Initiative (LETI) changed my life forever. I was able to go to treatment instead of the ‘drunk tank’.”

Steve, Treatment Referral

The LETI program let me focus on my recovery without the added stress of legal issues. The LETI program treated me as a sick person trying to get well rather than a bad person who needed to be punished to be made good. I have been sober over a year now and have gotten my life back on track. I am once again a productive member of my community that I have the honor to serve as a nurse.

Jason, Treatment Referral

The LETI program helped me with the support I needed in my everyday. The district attorney’s office gave me an opportunity, to do the next right thing. I am very grateful to have been a part of the LETI program. I hope that this program will be accessible for years to come, to those who need help as I once did. And most importantly, if you’re seeking and asking for help, don’t be afraid to bring awareness to yourself. Recognize your problems, and do not be afraid to contact a professional in the field.

Analin, Carbon County LETI program participant

This is a great program to be involved in, you will be assisted in all aspects of your recovery and you will be able to get your life back on track.

Tim, Treatment Referral

Participation & Regional Support

LETI has expanded and now is implemented in several counties. This program will continue to expand throughout the Commonwealth, and will also provide data to inform the community of medical professionals and law enforcement on how to best help individuals suffering from substance use disorder.

Testimonials

“Treatment and treatment resources are a very important part of helping others. Making referrals to connect people with a substance use disorder or a co-occurring disorder is a proactive approach. The LETI program connects anyone who is struggling right at the time of need. We also know that arresting individuals with a substance use disorder accomplishes very little without also addressing the underlying issue which caused the individual to come into contact with the criminal justice system in the first place. The LETI program also offers those resources in the criminal justice system as a result of their substance use disorder. This is a benefit to both law enforcement and the community, as it will lead to less criminal issues and sober, productive citizens. I am pleased to work with the Attorney General's Office in bringing this program to Armstrong County.”

Katie Charlton, Armstrong County District Attorney

“The Armstrong-Indiana-Clarion Drug and Alcohol Commission is excited about the opportunity to further collaborate with the Armstrong County District Attorney's Office, local law enforcement, and the Attorney General's Office in bringing the Law Enforcement Treatment Initiative (LETI) program to Armstrong County. In addition to the existing Armstrong County Drug Intensive Supervision and Treatment program and the Magistrate-level Diversionary Treatment Program, law enforcement officers will now have additional diversionary strategies that can help offenders identify another path to obtain treatment and supportive services. As has been said many times: We cannot arrest ourselves out of this drug problem, the LETI program will provide our criminal justice partners the opportunity to offer treatment and recovery support services to persons with Substance Use Disorders living in Armstrong County.”

“The LETI program empowers law enforcement officers to be proactive in their communities by identifying those individuals who get trapped in the criminal system due to mental health and substance abuse issues. Nobody knows and understands the members of their communities better than those who police them. The Beaver County District Attorney’s Office is excited about adding another tool for law enforcement officers to help combat these issues that plague our county.”

Beaver County District Attorney Nathan Bible

“Beaver County Behavioral Health is dedicated to connecting community members experiencing mental health and/or substance use disorders to treatment and various support services. By introducing a LETI program in the county, we can improve law enforcement’s ability to connect our behavioral health consumers to treatment, in addition to reducing consumer engagement with the criminal justice system. This initiative also presents a valuable opportunity to demonstrate the benefits of cross-system collaboration within our communities.”

“The Luzerne County District Attorney's Office is proud to join the statewide Law Enforcement Treatment Initiative (LETI) program. This initiative allows our police to guide individuals who are suffering from substance abuse disorder into treatment, rather than criminally charging them when treatment, rather than punishment, is a more effective option. With overdose deaths as the number one accidental killer in our Commonwealth, this program is a forward-looking option to help those suffering from addiction to find the light at the end of the tunnel. It is our hope that this program will be a step in the direction of freeing those suffering from the bonds tying them to these poisonous substances. The scourge of addiction continues to permeate our communities. The Law Enforcement Treatment Initiative or LETI is a state-supported community outreach program that enables and encourages local law enforcement officers who come in contact with non-violent, drug dependent individuals to refer them directly to available treatment resources. The program also provides monitoring to assure that participants follow through with their recommended treatment. LETI provides another opportunity and method to respond to the problem of addiction in Columbia County and I urge our local officers to become actively involved in implementing it.”

Sam Sanguedolce, Luzerne County District AttorneyThomas E. Leipold, Former Columbia County District Attorney

“The Law Enforcement Treatment Initiative (LETI) in Luzerne County increases collaboration between our local Law Enforcement, Treatment Providers, and Luzerne County Drug & Alcohol Department. Conceptually, LETI offers a person struggling with a Substance Use Disorder with multiple access points for referral and linkage to treatment services, including at time of arrest. Additionally, LETI will alleviate added strain on law enforcement, the judicial system, and the corrections systems while potentially decreasing overdoses and overdose deaths while also increasing treatment admissions. The LETI Program is an exciting new initiative that has the potential to positively impact our residents, their families, and Luzerne County as a whole. We are grateful and eager to embark on this collaborative venture with law enforcement. LETI provides us with a unique opportunity to engage and retain individuals that will help eliminate despair and provide valuable treatment options for each individual.”

Ryan Hogan, Drug & Alcohol Administrator, Luzerne/Wyoming Counties Drug & Alcohol Program, Luzerne/Wyoming Single County Authority (SCA)Barbara R. Gorrell, CMSU Drug and Alcohol Administrator

“Behavioral Health LETI is a valuable expansion of services that will provide much-needed assistance for our citizens. Diverting appropriate candidates away from the criminal justice system and toward resources that address underlying problems benefits everyone. The Columbia County District Attorney’s Office is looking forward to working with our partners at CMSU Behavioral Health and Developmental Services and the Pennsylvania Office of Attorney General as this program is implemented.”

Daniel Lynn, Columbia County District Attorney

“CMSU Behavioral Health and Developmental Services (CMSU) is committed to developing additional opportunities to divert people experiencing behavioral health and intellectual disabilities/autism issues away from the criminal justice system and into supportive services and treatment. The creation of a Behavioral Health LETI program supports our mission by enhancing collaboration between CMSU, state and local police departments, and the Columbia, Montour, Snyder and Union Counties District Attorney’s offices to provide a behavioral health response instead of a legal response to a behavioral health problem. CMSU is already actively involved in the substance use disorder (SUD) LETI program in Columbia, Snyder and Union counties. We welcome Montour County to those same efforts today. Our goal is to offer both Behavioral Health and SUD LETI in Columbia, Montour, Snyder and Union Counties.”

“LETI strengthens our commitment to public safety by ensuring that individuals struggling with addiction are held accountable in a way that addresses the root cause of their behavior. By steering low-level drug offenders into treatment rather than traditional prosecution, we reduce repeat offenses, conserve law enforcement resources, and focus our courtroom efforts on the most serious threats to our communities. “The LETI program is not going to be a cure-all that will eliminate the local drug problem. However, it is a new mechanism that may allow someone with a substance abuse disorder to avoid the criminal justice system and instead get the treatment that they desperately need. The LETI program will provide law enforcement officers with the opportunity to make one call and get someone help. The goal of the program is to facilitate treatment more quickly and seamlessly than ever before, and it will take many critical partners to accomplish this. However, with the assistance of Janene Holter from the Office of the Attorney General, Elk County is now poised to take this step into the future. Drug addiction is not going away, but hopefully by trying treatment before prosecution in appropriate cases we will be able to help people overcome their need for drugs, and avoid their interaction with the courts. This is only the first step in a long journey, but there can be no journey without a first step.”

Thomas G.G. Coppolo, Elk County District Attorney

“The LETI program will build upon the successful programs already in use in Indiana County, including our county drug court, veteran's court and pre-trial treatment diversion program. By broadening the ability to connect people to treatment at the earliest of stages, this program will save lives, reduce crime and improve the lives of individuals with substance abuse issues and their families. Great success is the growth of invested partnerships. I want to thank the Attorney General Michelle Henry, Agent Janene Holter, Ph.D., and the entire Attorney General's Office for investing your time, energy and resources in the citizens of Indiana County. I want to also thank our local team, including our county court officials, local and state police departments, Sheriff's department, county commissioners, probation department, and our drug and alcohol commission for all of your efforts and investments in the people of Indiana County.”

Robert F. Manzi, Jr., Esq., Indiana County District Attorney's Office

“The Armstrong-Indiana-Clarion Drug and Alcohol Commission is excited about the opportunity to further collaborate with the Indiana County District Attorney's Office, local law enforcement, and the Attorney General's Office in bringing the Law Enforcement Treatment Initiative (LETI) program to Indiana County. In addition to the existing Indiana County Drug Treatment Court and the Magistrate-level Diversionary Treatment Program, law enforcement officers will now have additional diversionary strategies that can help offenders identify another path to obtain treatment and supportive services. As has been said many times: We cannot arrest ourselves out of this drug problem, the LETI program will provide our criminal justice partners the opportunity to offer treatment and recovery support services to persons with Substance Use Disorders living in Indiana County.”

“I look forward to partnering with the Office of Attorney General and Jefferson-Clearfield Drug and Alcohol to provide much-needed resources to those who are in the chains of addiction to drugs and alcohol. This epidemic is a scourge to our society and the human, relational, societal, health care and other costs are completely staggering. My hope is that this program will be a small but effective part of a coordinated response to this plague of human suffering.”

“Partnering with the Pennsylvania Office of the Attorney General and Jefferson County District Attorney's Office is a wonderful opportunity for the Clearfield-Jefferson Drug & Alcohol Commission and one that will greatly benefit the citizens of Jefferson County. It is our hope that this program will be a step in the direction of freeing those suffering from the bonds tying them to these poisonous substances.”

Sam Sanguedolce, Luzerne County District Attorney

“The Law Enforcement Treatment Initiative (LETI) in Luzerne County increases collaboration between our local Law Enforcement, Treatment Providers, and Luzerne County Drug & Alcohol Department. Conceptually, LETI offers a person struggling with a Substance Use Disorder with multiple access points for referral and linkage to treatment services, including at time of arrest. Additionally, LETI will alleviate added strain on law enforcement, the judicial system, and the corrections systems while potentially decreasing overdoses and overdose deaths while also increasing treatment admissions. The LETI Program is an exciting new initiative that has the potential to positively impact our residents, their families, and Luzerne County as a whole.”

“The foundation of the LETI program is support from law enforcement officers, as well as others, to guide individuals who are suffering from addiction into treatment sooner rather than later. LETI empowers law enforcement, and everyone in our communities, to help those struggling with addiction to be referred to treatment options rather than ending up straight into the criminal system. Along with other programs like our drug and treatment court and pre-trial diversionary programs, LETI will save lives and build stronger, safer and healthier communities. The start of the LETI Program on May 4 is historic for our county. This will represent a major step forward in addressing the root cause of much of the low-level crime overburdening our law enforcement and courts. With LETI as a resource referral nonviolent offenders will be encouraged to obtain treatment instead of taking their chances in the court system. Anyone can make a LETI referral. As more of these offenders' benefit from appropriate treatment crime rates and the associated costs will decrease. Our community will benefit across the board. It's a very exciting time in Monroe County.”

A.G. Howell, Wayne County District Attorney First Assistant District Attorney Mike Mancuso

“The Wayne County D&A Commission/ SCA is very pleased to be part of this collaboration between law enforcement and treatment/recovery. A critical part of our office's mission is to help increase access to treatment and recovery services to our most vulnerable community members. The implementation of LETI will be a major step forward in the furtherance of that goal along with reducing stigma and overdose deaths. I have no doubt LETI will help save lives in Wayne County. The LETI Program has opened up needed access points to get people with Substance Use Disorder the help they need in a timely manner. The collaboration between the criminal justice system and the drug and alcohol field is essential to the success of this program.”

“For years, law enforcement has asked for another tool to address the drug and opioid abuse plaguing Chester County. LETI is that tool. It redirects people suffering from addiction away from the criminal justice system and down a path that could save their lives. We thank Attorney General Josh Shapiro for his efforts to expand LETI across the state of Pennsylvania, including now in Chester County. LETI will make a difference for so many people.""Drug overdose deaths claim more than 250 lives each year in Montgomery County. We have worked tirelessly with our law enforcement community to stem the tide of suffering that comes with drug addiction through every means possible, from Drug Treatment Court to collecting unwanted medications to holding drug traffickers accountable for their actions of selling this poison to our residents. This is another avenue to help those suffering from substance abuse disorder–and help their families–by working to get them the treatment they need. Immediate referrals to treatment will save lives and, in some cases, save the addicted individual from a criminal record.”

Chester County District Attorney Deb Ryan, Kevin Steele, Montgomery County District Attorney

“The goal of the LETI initiative is to connect individuals suffering from a substance use disorder (SUD) with the treatment they need. This is critical; to save lives and reduce the impact of substance use disorders not just on the individuals suffering from a SUD, but also their families, friends and communities. We know it takes multiple and varied approaches to address this challenge, and LETI is one more way we have to do this in Chester County.""Through continued collaborative efforts with our partners in Law Enforcement, we have added another layer of engagement as we believe educating our residents on how to access help for their substance use disorder will enhance the county's efforts of providing help for those suffering from addiction. This partnership is essential to ensuring individuals understand that treatment is possible, help is available, and that our partners in Law Enforcement are here to assist in supporting individuals in Montgomery County navigate their path to treatment with the understanding that recovery is possible.”

“Drug treatment court programs have been very successful in reducing recidivism but graduates of those programs are left with criminal convictions which can adversely affect employment opportunities, military service and higher education. The Law Enforcement Treatment Initiative provides individuals who are suffering from addiction the opportunity to obtain treatment and potentially avoid the stain of a criminal conviction which is equally beneficial for the addict and the community as a whole. Treatment of substance use disorders is a proven crime prevention tool. I've seen first-hand how the Snyder-Union Treatment Court Program has significantly reduced new criminal offenses by its participants by connecting them with the help they need. Establishing LETI here is a natural extension of those efforts. I want to thank the Attorney General and his staff for their cooperation and assistance launching LETI here in Snyder County.”

“This program provides law enforcement with another mechanism to address the ongoing mental health crisis facing this area by diverting those whose criminal conduct is based in whole or in part on mental health issues away from mainstream prosecution and into treatment with the ultimate goal of preventing or at least reducing recidivism. A behavioral health LETI program offers a bridge between the criminal justice system and the behavioral health system. Law Enforcement will now be able to use all the power of the criminal justice system to both prioritize and facilitate the compassionate care of the behavioral health system for individuals in need of treatment not incarceration.”

I am pleased to work with the Attorney General's Office in bringing this program to Armstrong County. This program is designed for any individual who volunteers to approach Law Enforcement for help, not to avoid prosecution. The individual has to want help for his or her addiction…”

As has been said many times: We cannot arrest ourselves out of this drug problem, the LETI program will provide our criminal justice partners the opportunity to offer treatment and recovery support services to persons with Substance Use Disorders living in Armstrong County."LETI helps to recognize that substance use disorder is a public health issue by creating a paradigm shift away from the traditional law enforcement response of arrest and prosecution to diverting a person with a substance use disorder to treatment.”

It will make better use of our partnerships with the Single County Authority and our Mental Health Professionals. By increasing the ability of people to connect with services at the earliest stages, we can really make a difference, a difference in the lives of those with behavioral health needs, a difference in their families, and a significant difference in our community.”

Julie Gavitt Shaffer, Sullivan County District Attorney

“Bradford/Sullivan Drug & Alcohol, Single County Authority (SCA) is proud and excited to partner with the Attorney General's Office and the Sullivan County District Attorney to bring the Law Enforcement Treatment Initiative (LETI) Program to Sullivan County. Partnering with law enforcement and various stakeholders through this initiative will offer individuals access to recovery pathways sooner, reduce strain on the legal system, and positively impact the stigma associated with substance use disorder.”

Testimonials

“Drug treatment court programs have been very successful in reducing recidivism but graduates of those programs are left with criminal convictions which can adversely affect employment opportunities, military service and higher education. The Law Enforcement Treatment Initiative provides individuals who are suffering from addiction the opportunity to obtain treatment and potentially avoid the stain of a criminal conviction which is equally beneficial for the addict and the community as a whole.”

Brian Kerstetter, District Attorney of Montour County

“CMSU Drug and Alcohol has seen other county LETI programs empower law enforcement, individuals, and families of individuals with substance use disorders and is excited to see Union County utilize this program and enhance the community's awareness of substance use and decrease criminal charges as a result of crime.”

CMSU Spokesperson

“This program provides law enforcement with another mechanism to address the ongoing mental health crisis facing this area by diverting those whose criminal conduct is based in whole or in part on mental health issues away from mainstream prosecution and into treatment with the ultimate goal of preventing or at least reducing recidivism.”

Brian Kerstetter, District Attorney of Montour County

Testimonials

“The foundation of the LETI program is support from law enforcement officers, as well as others, to guide individuals who are suffering from addiction into treatment sooner rather than later. LETI empowers law enforcement, and everyone in our communities, to help those struggling with addiction to be referred to treatment options rather than ending up straight into the criminal system. Along with other programs like our drug and treatment court and pre-trial diversionary programs, LETI will save lives and build stronger, safer and healthier communities.”

A.G. Howell, Wayne County District Attorney

I have no doubt LETI will help save lives in Wayne County.”

Testimonials

“I look forward to partnering with Attorney General Shapiro, and thank him for helping Wyoming County expand our existing treatment initiatives through implementation of LETI, to help people with substance use disorder gain direct access to treatment services 24/7. Based on my experience as a street cop, police chief, state and federal prosecutor and senior drug policy official in two White Houses, I can say that LETI is precisely the kind of law enforcement-led innovation needed at a time when we are losing more souls to accidental fentanyl overdoses than ever imaginable. Rest assured, we will remain tough on crime when dealing with drug traffickers, predators and violent criminals, but we will be smart on crime through implementation of our Law Enforcement Treatment Initiative.”

Joseph C. Peters, Esq. , District Attorney, Wyoming County

“The Law Enforcement Treatment Initiative is an exciting new program for Wyoming County. LETI allows law enforcement to encourage substance use treatment as an alternative to the criminal justice system. LETI has increased collaboration between law enforcement, our District Attorney's Office, treatment providers, and our Luzerne/Wyoming SCA. We aim to break down barriers while providing more access points to treatment. Recovery is possible and this program will allow everyone involved to be an active participant in that person's road to recovery.”
