HARRISBURG — Attorney General Dave Sunday announced felony charges against an Indiana man who perpetrated a racketeering scheme to defraud a Lancaster County insurance provider of nearly $1 million.
Glenn Allen Johnson and his business, Elite Injury Representatives, LLC, are charged with corrupt organizations, dealing in proceeds of unlawful activities, theft by deception, insurance fraud, and forgery, following a recent presentment from the 55th Statewide Investigating Grand Jury.
Investigators determined Johnson was employed as a claims adjuster by Donegal Insurance when he facilitated payment of $949,639 from Donegal to Elite Injury Representatives, under the guise that Elite was a law firm representing a client in an accident claim.
Johnson, of Indiana, was arrested last week in that state and is awaiting extradition to Pennsylvania to face the charges.
“This kind of criminal conduct is theft and fraud that leads to higher insurance premiums for law-abiding citizens,” Attorney General Sunday said. “I commend our investigators, the grand jurors, and our out-of-state partners for holding the defendant accountable for this elaborate scheme.”
According to investigators, Johnson, while employed at Donegal in 2024 and 2025, created and opened Elite Injury Representatives, LLC (which appeared to be a law firm), and utilized his position as a claims adjuster assigned to an accident claim to input fraudulent documentation into the Donegal claims file. This documentation included fraudulent medical records and notes of conversations between the alleged injured party and Johnson.
Based on the medical records within the file and a subsequent demand letter, also believed to be authored by Johnson, Donegal issued payment to Elite Injury Representatives, LLC, in the amount of $949, 639.54.
The case will be prosecuted by Senior Deputy Attorney General Kristyne Crist of the Insurance Fraud Section. Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty.
