HARRISBURG – Attorney General Dave Sunday announced a lawsuit against JC Home & Construction Management, LLC, and its owner, Julian Caldwell, over alleged violations of Pennsylvania law regarding home-improvement work.
The lawsuit alleges that the business left home improvement projects unfinished or performed substandard work — and failed to refund consumers — in violation of the Unfair Trade Practices and Consumer Protection Law and the Home Improvement Consumer Protection Act.
“Pennsylvanians who pay for home improvements deserve quality work and honest business practices – not unfinished projects and a cold shoulder when they seek refunds,” Attorney General Sunday said. “Contractors doing business in Pennsylvania must follow our laws and will be held accountable when they fail to deliver on their promises to consumers.”
Consumers who believe they may be a victim of the business practices of JC Home & Construction Management, and have not yet filed a complaint with the Office of Attorney General, should file a complaint as soon as possible to be considered in restitution efforts. Complaints may be filed online, by calling 1-800-441-2555, or by emailing consumers@attorneygeneral.gov.
The lawsuit asks that the judge issue a permanent injunction against Julian Caldwell and his company, preventing him from operating a home improvement business or registering a home improvement business with the Commonwealth. The lawsuit further seeks consumer restitution along with civil penalties and payment of the Commonwealth’s investigation and litigation costs.
JC Home & Construction Management, LLC, operated under several fictitious names including, but not limited to, JC Home Repair, JC Construction, JC Home Improvement, and JC Home and Construction.
This lawsuit was filed in the Philadelphia Court of Common Pleas by Senior Deputy Attorney General James Wise.
