AG Sunday’s Philadelphia Gun Violence Task Force Announces Charges Against Shooter in Carjacking; Victim was Shot 8 Times

HARRISBURG — Attorney General Dave Sunday, in conjunction with the Philadelphia Police Department and U.S. ATF, announced charges against a defendant involved in a violent carjacking last year that left the victim on a North Philadelphia street with eight gunshot wounds.

Saahir S. Harvey, 17, was arrested Tuesday on a warrant for attempted murder, robbery, aggravated assault, and related offenses.

Harvey, of Philadelphia, was arraigned and bail was set at $2 million, which was not immediately posted.

“This kind of extreme violence has no place in our community, and I commend the partners in the Philadelphia Gun Violence Task Force who collaborated to identify and apprehend this shooter,” Attorney General Sunday said. “Using a number of modern tactics, this task force of investigative agencies continues to make an impact in the fight against violent criminals.”

The carjacking-shooting on July 7, 2025 started with a ruse, with the victim being contacted about a marijuana deal. Harvey and other individuals met the victim, who was in his vehicle, around Ridge and Susquehanna Avenues. Two of the robbers got into the victim’s vehicle, and a third person approached the vehicle from the outside with a firearm. Shots were fired.

The victim, licensed to carry, returned fire, and was ultimately shot eight times — in the back, chest, leg, and arm. The robbers stole his vehicle and left him in the street as they drove to the hospital for treatment of gunshot wounds.

Emergency responders drove the victim, who survived, to a hospital.

The investigation is ongoing regarding other individuals involved and other crimes that may be related.

Harvey will be prosecuted by Senior Deputy Attorneys General Colin Keiffer and William Sandman. Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty.
