In September, OAG and partners announced arrests of numerous people involved in North Philadelphia-based criminal organization
HARRISBURG — Attorney General Dave Sunday announced that the ongoing investigation of a North Philadelphia-based drug-trafficking enterprise — which involved charges last year against more than two dozen people — has yielded recent seizures of more than 20 motor vehicles, many of them high-end cars.
Among those charged in September 2025 were Jimmie Torres, the alleged leader of the organization, and his son, Matthew Torres, who oversaw the enterprise when his father was at his home in Puerto Rico.
Investigators refer to the high-end cocaine/crack cocaine trafficking organization as the “5th & Cornwall” Organization, based on their primary geographic turf in North Philadelphia.
As prosecutions are pending, investigators continue to monitor activities surrounding the organization, and learned of numerous vehicles tied to the group, allegedly obtained via drug trafficking proceeds.

Agents recently seized those vehicles at 4411-15 N. 3rd Street in Philadelphia, along with making an additional three arrests regarding the seizure of crack and cocaine (in the same area of 3300 N. 5th Street as the 5th & Cornwall trafficking crew).
“Investigations of upper-level criminal organizations do not end with the filing of charges, and in this case, we recently received information that led to seizures of numerous high-dollar vehicles,” Attorney General Sunday said. “The investigation remains active and ongoing.”
The vehicles will be part of a forfeiture process in which the Commonwealth plans to prove they were purchased through proceeds of criminal conduct.
Among the vehicles seized were:
- Twin-Turbocharged 1988 Ferrari Testarossa
- 30k-Mile 2012 Fisker Karma EcoChic
- LS-Powered Movie Prop Tow Truck (similar to what appears in the “Fast & Furious” movie series)
- 2017 Grey Shelby Cobra Backdraft Roadster
- Red Porsche 911
- Yellow Austin Haley Sprite
- 2004 Beck/Porsche Speedster
In total, 32 people have been charged in connection with the group. In September, the Office of Attorney General conducted numerous search warrants, assisted by partners from Philadelphia, Bucks, and Montgomery counties.

Investigators seized more than 13 kilograms of cocaine and 50 pounds of marijuana, as well as 21 firearms, some of which were possessed illegally due to prior felony convictions.
Attorney General Sunday said in September:
“A high-level, drug-trafficking organization in Philadelphia was crippled this week with arrests and seizures of narcotics and illegally-possessed firearms — the roundup a culmination of a long-term, sophisticated investigation.
“This highly-profitable criminal organization operated not unlike a factory assembly line with each member having their designated roles. This illegal trade was an all-hours operation with dealers on the street every day and night.”
(Jimmie Torres is a wanted fugitive and is being sought by the U.S. Marshal’s Office.)
Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty.
