Franklin County Man Faces Additional Charges for Sexual Abuse, Invasion of Privacy, and Tampering

HARRISBURG — Attorney General Michelle Henry announced dozens of new charges against a Franklin County man who was previously charged with sexual abuse of three children and an adult.

Justin Biser, of Waynesboro, was charged on Friday with indecent assault of a fourth child, in addition to secretly recording naked images of the child. Biser is also charged with secretly video recording two other adults, numerous counts of child pornography, invasion of privacy, obstruction, tampering with evidence, and corruption of minors.

Investigators searched his home and found dozens of digital files with footage from hidden cameras.

Biser, 44, was arraigned Friday and bail was set at $500,000.

Biser’s previous charges stem from allegations that he sexually assaulted two teens, one whom he supplied with alcohol and another who fell asleep at his house while fighting with her boyfriend.

In total, Biser is charged with offenses involving seven victims — three adults and four minors.

Biser was actively involved in local youth baseball in Franklin County during this time period.

“Our investigation has uncovered a pattern where this defendant used his position in the community to get close to potential victims,” Attorney General Henry said. “He is charged with assaulting both children and adults, video recording them without their consent, and taking steps to destroy recordings from his hidden cameras.”

At a preliminary hearing on Oct. 10, all of the charges regarding the first three minors and one adult were held for trial. The preliminary hearing for the remaining charges are set for Oct. 17.

This case was referred to the Office of Attorney General by the Franklin County District Attorney’s Office. This case is being prosecuted by Deputy Attorney General Julia van Leeuwen. All charges are accusations. The defendant is innocent unless and until proven guilty.
