AG Sunday’s Child Predator Section Charges Phila. Man who had Child Sexual Abuse Material, 170-Page ‘Guide’ to Sexual ‘Relationships’ with Children

HARRISBURG — Attorney General Dave Sunday announced charges against a Philadelphia man who was disseminating and possessing child sexual abuse material — as well as a 170-page “guide” on how to have sexual “relationships” with children.

Abdiel Mendoza, 31, is charged with numerous felonies after Office of Attorney General agents served a search warrant last week. Mendoza was arraigned Friday and bail was set at $50,000, which was posted.

The Office of Attorney General’s Child Predator Section conducted a proactive investigation into online sharing of lewd materials and tracked the conduct to Mendoza. A search warrant was served at his Griscom Street home, where a computer and cellphone were seized.

”The materials found in this case are deeply disturbing and involved a level of depravity that prompted swift and efficient actions from our Child Predator Section,” Attorney General Sunday said. “Sexual contact or sexual exploitation of children is criminal behavior, and prosecuting offenders is a top priority of this office.”

Agents found several child sexual abuse material files that Mendoza was sharing on peer-to-peer online platforms. Agents also found a 170-page PDF file, titled, “How to Practice Child Love,” which was described as a how-to guide on engaging in a sexual relationship with a child. 

The case will be prosecuted by Deputy Attorney General Kimberly Moraski of the Child Predator Section. Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty.
