HARRISBURG—Attorney General Josh Shapiro announced charges against the former secretary of the Randolph Technical High School after a statewide investigating Grand Jury found that she allegedly stole more than $41,000 from the Randolph Technical school’s Student Activity Fund. Jyllyan Norman, 50, of Philadelphia, was charged yesterday with Theft by Unlawful Taking, Theft by Deception, Theft Receiving Stolen Property, and related charges.
“Students, teachers, and staff worked hard to raise money to support activities for the students of Randolph Technical High,” said Attorney General Josh Shapiro. “The defendant was entrusted to manage those funds, but instead she stole from the kids and used the money to enrich herself. This investigation remains ongoing, and my Office will continue to hold anyone who abuses their position of public trust accountable.”
The defendant worked as secretary to the principal of Randolph Technical High School, part of the Philadelphia School District, from 2012-2018. She managed the school’s Student Activity Fund, which was comprised of money raised by students, teachers, and employees. The investigation found that Norman wrote 85 checks worth a total of $41,087.88 to herself, friends and family from the Student Activity Fund. She allegedly concealed her theft by creating fraudulent invoices and forging the principal’s name.
The defendant turned herself in to Philadelphia Police yesterday. Senior Deputy Attorney General Kirk Handrich is prosecuting the case. The Office of Attorney General Public Corruption Section conducted this investigation in tandem with the Office of Inspector General for the School District. All charges discussed are accusations. The defendant is presumed innocent unless and until proven guilty.
