HARRISBURG – Attorney General Dave Sunday announced a settlement with Leda Health Corporation and its CEO, Madison Campbell, regarding their alleged misleading representations about Leda Health’s self-administered sexual assault evidence collection kits and related services.
This settlement stems from a lawsuit filed by the Office of Attorney General, on behalf of the Commonwealth of Pennsylvania, against Leda Health Corporation and Campbell.
The lawsuit alleged violations of the Unfair Trade Practices and Consumer Protection Law regarding the representation of the kits’ value as substitutes for hospital services, and the kits’ value in criminal prosecutions.
“We must strongly support and advocate for sexual abuse survivors, and part of that support involves providing them with accurate information as they navigate the difficult road following a traumatic incident,” Attorney General Sunday said. “As a career prosecutor, I am keenly aware of the sensitive time period following an assault, and maintain that the best options for a survivor is to seek treatment and help at a hospital or rape crisis center. I am hopeful that Leda and its CEO will keep their word — outlined in the terms of this settlement — and avoid misleading individuals in the marketing of their products.”
Sexual assault evidence collection services are available to all survivors free of charge in Pennsylvania.
Under the terms of this settlement, Leda Health will provide a written warning to consumers that their kits and services do not meet the standards for hospital-based sexual assault evidence collection services. Leda Health and Campbell have agreed to comply with the Pennsylvania Consumer Protection Law by clearly and conspicuously informing consumers of the limitations of their sexual assault evidence collection kits.
In addition, Leda Health will implement a data security program to protect the extremely sensitive data it collects and stores from sexual assault survivors and will not misrepresent its compliance with HIPAA laws and regulations.

The settlement, in the form of a Consent Petition, was filed in the Allegheny County Court of Common Pleas by Senior Deputy Attorney General Ester Blair, Senior Deputy Attorney General Elizabeth Oquendo, and Chief Deputy Attorney General Geoffrey Hale.
