HARRISBURG – Attorney General Josh Shapiro today announced that a former Liberation Way employee pleaded guilty for her role in the massive insurance fraud scheme that took advantage of vulnerable people suffering from substance use disorder to generate millions in profits. Elsie Concepcion, 40, of Pennsauken, NJ, pleaded guilty today to state charges of insurance fraud and conspiracy to commit insurance fraud. She is the seventh person to plead guilty to charges stemming from their involvement in Liberation Way.
The defendant was one of eleven people charged in March 2019 for their involvement in operating a fraudulent drug and alcohol treatment center based in Bucks County. Concepcion was charged for purchasing pre-paid credit cards to pay for patients’ insurance policies and calling insurance companies pretending to be various female patients to make premium payments.
“The employees of Liberation Way knowingly participated in a multi-million dollar scheme to exploit the opioid, heroin, and fentanyl crisis for their own personal gain,” said Attorney General Josh Shapiro. “These employees were entrusted to help individuals suffering from substance use disorder, but instead they defrauded the system and left patients worse off than when they first entered the treatment centers. I’m proud of the hard work of our attorneys and our partners in the U.S. Attorney’s Office to secure the seventh guilty plea in this case. We will continue our work to hold the remaining defendants accountable and deliver justice for the people of Pennsylvania.”
An eighth person accused, Scott Collins, 45, of Marlton, NJ, continued his case today in Bucks County Court of Common Pleas. Litigation against the remaining defendants is ongoing.
