AG Sunday Files Lawsuit Against Home Improvement Contractor who Failed to Disclose Criminal Convictions, Performed Subpar Work

HARRISBURG – Attorney General Dave Sunday announced a lawsuit against Jeffrey Romansky, a Monroe-County based home improvement contractor who performed subpar work or failed to complete jobs, and, in some cases, required illegal down payments.

Romansky, of Jeff Romansky Construction, also allegedly violated the Pennsylvania Home Improvement Consumer Protection Act (HICPA) by not disclosing criminal convictions, which is required to register as a contractor with the Office of Attorney General.

“This contractor failed to include his history of theft convictions when he registered with our office — information that consumers should have known before signing contracts,” Attorney General Sunday said. “He deliberately withheld that information, then performed subpar work for consumers who paid significant sums.” 

The Office of Attorney General’s Bureau of Consumer Protection sent Romansky several letters and made phone calls informing him that he must disclose that he pleaded guilty to three counts of theft in order to register as a contractor. The Bureau warned Romansky that if he did not disclose the information his registration under HICPA would be suspended – which happened on March 14, 2022. 

Several consumers filed complaints relating to work that was not completed or was substandard. One consumer paid $18,500 up front for deck work, and ultimately sought estimates from other contractors to repair and complete the job that Romansky failed to finish.

The lawsuit further alleges that Romansky was charging, for deposits, more than one-third of the total job costs — which is illegal.

Furthermore, the lawsuit also alleges that several of Romansky’s contracts did not include necessary information, such as: a Notice of Cancellation; the contractor registration number; the approximate start and completion dates; the insurance information for the company; and the telephone number of the Bureau of Consumer Protection. All that information must be included, per the Home Improvement Consumer Protection Act.

The lawsuit, in the form of a Complaint in Equity, was filed in the Monroe County Court of Common Pleas by Deputy Attorney General Seth Miller.
