AG Henry Returning Nearly $3 Million to Consumers Through Settlements with Community Loans of America and Progressive Leasing

Thousands of checks are being mailed to Pennsylvanians as a result of two Office of Attorney General settlements

HARRISBURG – Attorney General Michelle Henry announced that restitution checks were sent on August 8, 2024 to nearly 6,500 eligible consumers who did business with Progressive Leasing or Community Loans of America.

The Office of Attorney General reached settlements with these companies earlier this year, providing some consumers with outstanding debt relief, and others with restitution checks.

“Consumers harmed by these two companies will soon find checks in their mailboxes that will help families pay bills, cover grocery and other home expenses, and increase savings accounts,” Attorney General Michelle Henry said. “Making consumers whole is always a primary objective for my office when we hold companies accountable for failing to follow the law.”

Community Loans of America, an auto title lending company that did business as Delaware Title Loans, made thousands of unlawful loans to Pennsylvania borrowers. Through the checks mailed out last week, consumers will receive a total of $2,023,076 in restitution. In addition, the settlement required that the lender wipe out $3.7 million in remaining debt.

Progressive Leasing, a Utah-based rent-to-own company, was alleged to have failed to comply with the Rental Purchase Agreement Act that required lessors to place physical tags with complete financing cost information on the goods offered for rent. As part of the settlement with Progressive Leasing, the company canceled collecting on outstanding balances for almost 1,000 consumers. Last week the Office of Attorney General mailed out checks worth $864,466 to former Progressive Leasing customers.

Consumers who were eligible for restitution through either settlement have been notified, by postcard, from the Office of Attorney General. Consumers do not need to take any action in order to receive restitution under the settlements.
