HARRISBURG — Attorney General Dave Sunday and the Pennsylvania State Police announce charges against a Monroe County man who operated a sex trafficking organization — using physical violence and other intimidation tactics to control victims.
Thomas Cory Green, the alleged leader, is charged with numerous crimes, including felony trafficking in individuals, rape, and aggravated assault. Pennsylvania State Police and the Office of Attorney General collaborated on the investigation.
The investigation revealed that Green used physical force, intimidation, and emotional manipulation to compel victims to perform commercial sex acts in various Pennsylvania counties, including Lehigh, Luzerne, and Lackawanna between 2023 and November 2025.
Green, 33, of Effort, was arrested this week and arraigned. Green was denied bail with the presiding magisterial district judge deeming him “extremely dangerous” and unlikely to appear for court.
Quindell Bowers, 27, of Lithia Springs, GA, and Christopher Williams, 32, of Easton, are also charged with trafficking in individuals, conspiracy, involuntary servitude, and related offenses.
“Defendant Green used violence and his criminal past to invoke fear in these women, whom he devalued as people and viewed solely as a means to make money,” Attorney General Sunday said. “This type of collaboration with Pennsylvania State Police is precisely why we formed a Human Trafficking Section, to coordinate large-scale investigations targeting traffickers and providing resources to the survivors.”
“This arrest highlights our steadfast commitment to protecting the targeted and exploited. Sex trafficking is a destructive crime that inflicts harm throughout our community, and we will utilize every resource to ensure offenders face justice,” Major Serell Ulrich, Director, PSP Bureau of Criminal Investigation said. “This investigation was initiated by proactive efforts of the Troop N and Troop R Vice Units and subsequently investigated by our Organized Crime Unit, which specializes in human trafficking investigations. We thank our partners for the collaboration that made this operation possible, and we will continue to work together to protect our communities from exploitation.”
Pennsylvania State Police filed charges. The cases will be prosecuted by Chief Deputy Attorney General Heather Castellino and Deputy Attorney General Lauren Perchinski.
Williams was arraigned Monday, when bail was set at $500,000. His preliminary hearing is scheduled for December 11. Bowers is not in custody.
According to the investigation, Green used his prior criminal convictions for violence and alleged affiliation with gang activity to frighten and control the victims. Multiple victims reported to police that Green was physically violent towards them, and they feared further aggression if they did not engage in commercial sex acts on his behalf.
Once Green had the victims under his control, he set up advertisements for them on websites that are frequently used by sex traffickers to solicit buyers for their victims. Green controlled and directed the advertisements, and collected some or all of the victims’ profits from the commercial sex acts.
Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty.
