Ex-Leader of Cambria Co. Bar Association Pleads Guilty to Stealing $300K+ for Cosmetic Procedures, Vacations, Donations to Family-Run Charity

HARRISBURG — Attorney General Dave Sunday announced that Robin Hagins, the former executive director of the Cambria County Bar Association, has pleaded guilty to stealing more than $300,000 from the organization between 2018 and 2023.

Hagins, 57, pleaded guilty Wednesday in Cambria County Court to theft by unlawful taking, deceptive business practices, and forgery.

Hagins was sentenced to two to four years in prison and ordered to pay $314,759 restitution to the Bar Association.

According to the Office of Attorney General investigation which involved the 51st Statewide Investigating Grand Jury, Hagins used the funds for personal expenses, such as cosmetic procedures, vacations, and a timeshare property. Hagins also diverted Bar Association funds, without proper approval, to Cuddles for Kids, a nonprofit organization founded by her family.

“This defendant prioritized her own greed over her obligation to the Bar Association, and defrauded the many members who contributed valuable time, money, and other resources to benefit the organization,” Attorney General Sunday said. “The defendant’s guilty plea involves a court order to pay significant restitution, which will assist the organization that was left decimated by these criminal acts.”

The case was referred to the Office of Attorney General by the Cambria County District Attorney.

The investigation revealed that among the illegal purchases were a cosmetic procedure, Southwest Airline tickets, Apple devices, adult women’s clothing, and payments to the family-run charity.

The fraudulent CCBA payments to Hagins from 2018 through 2023 totaled $314,759, according to the investigation.

The investigation also revealed Hagins stole funds from Cuddles for Kids for her own personal use.

This case was prosecuted by Assistant Chief Deputy Attorney General Evan Lowry.
