Warren County probation officer arrested for making sexual advances toward probationers
HARRISBURG - Attorney General Kathleen G. Kane today announced the arrest of a Warren County probation officer accused of misusing his position of authority by making sexual advances toward at least three probationers on his caseload. He is also accused of engaging in unwanted sexually lewd acts during two separate probation meetings.
According to the criminal complaint, Jeffrey Collins, 37, 402 Whipple St., P.O. Box 889, Sheffield, Warren County, approached at least three probationers with solicitations that were either overtly or implicitly sexual. In each instance Collins allegedly made sexual requests of the women, including asking them to take photos of themselves or make videos of themselves having sex, in exchange for favorable consideration involving their probation.
"Probation officers have a duty to protect and serve our local communities and there is no excuse for this type of conduct," Attorney General Kane said.
The charges state that on two occasions Collins exposed his genitalia and engaged in sexual activity in front of one of the probationers while she was at his office for regularly scheduled probationary meetings.
Collins is charged with six counts of harassment, three counts of official oppression, two counts of indecent assault ? without consent, two counts of indecent assault ? forcible compulsion, one count of indecent exposure and one count of open lewdness. A preliminary hearing is scheduled for April 30, 2014 at 1 p.m.
Attorney General Kane thanked Warren County District Attorney Robert Greene and the Pennsylvania State Police for their cooperation and assistance with the investigation.
The case will be prosecuted in Warren County by Deputy Attorney General Patrick Schulte of the Attorney General's Criminal Prosecutions Section.
