Cooperative investigation leads to charges against 22 in Blair County street-level sweep 

HARRISBURG - Twenty-two suspected drug dealers, accused of dealing a variety of illegal narcotics, today were charged by state narcotics agents following a street-level sweep in Blair County.

Attorney General Kathleen G. Kane said the charges are the culmination of a nine-month cooperative investigation between the Office of Attorney General, the Blair County District Attorney's Office and local law enforcement into the distribution of heroin, cocaine, crack cocaine and bath salts in and around Altoona.

Over the course of the investigation agents made a series of undercover purchases and controlled buys in Altoona and other locations throughout Blair County. According to agents, the most prevalent drug purchased during the course of the investigation was heroin. The Altoona area remains a focus of attention for drug suppliers from outside Central Pennsylvania due to high demand.

Information gathered from these investigations, including sources of supply, is used to target mid- to upper-level drug dealers by the Attorney General's Bureau of Narcotics Investigation (BNI) agents and drug prosecutors.

Law enforcement was assisted in its undercover work by information forwarded from Blair County's Push Out the Pusher hotline (1-866-693-3020). The Blair County Drug Task Force, which receives its funding from the Office of Attorney General, was established to conduct street-level drug investigations.

Attorney General Kane thanked the businesses and community leaders involved with Operation Our Town, a nonprofit formed by local business leaders to take back local neighborhoods and rid them of drugs and drug-related crime. She also thanked Blair County District Attorney Richard Consiglio, the Blair County Sheriff's Office, the Altoona Police Department, Blair County Adult Probation & Parole, the Pennsylvania Board of Probation and Parole and the Blair County Prison for their assistance with the investigation.

The defendants will be preliminarily arraigned before Blair County Magisterial District Judge Fred Miller and will be prosecuted by Blair County District Attorney Richard Consiglio's office.

Below is a complete list of the defendants and the charges against them.

--Hugo Baez, 20, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of cocaine/crack cocaine, two counts of possession of cocaine and two counts of criminal use of a communications facility.

--Chadwick Crumm, 19, currently incarcerated in the Blair County Prison, is charged with one count of delivery of heroin, one count of possession of heroin and one count of criminal use of a communications facility.

--Joseph Brewer, 66, currently incarcerated in the Blair County Prison, is charged with four counts of delivery of heroin, four counts of possession of heroin, four counts of criminal use of a communications facility and two counts of criminal conspiracy to deliver heroin.

--Joseph Luke, 25, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of heroin, one count of possession of heroin, one count of criminal conspiracy to deliver heroin and one count of criminal use of a communications facility.

--Michael Mitchell, 19, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of heroin, two counts of possession of heroin and two counts of criminal use of a communications facility.

--Trisha Mitchell, 21, currently incarcerated in the Blair County Prison, is charged with two counts of heroin, two counts of possession of heroin and two counts of criminal use of a communications facility.

--Antony Williams, 25, currently incarcerated in the Blair County Prison, is charged with seven counts of delivery of heroin, seven counts of possession of heroin, six counts of criminal use of a communications facility and four counts of criminal conspiracy to deliver heroin.

--Lawrence Walk, 41, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of heroin, two counts of possession of heroin, two counts of criminal use of a communications facility and one count of criminal conspiracy to deliver heroin.

--James Morgan, 33, currently incarcerated in the Blair County Prison, is charged with one count of delivery of heroin, one count of possession of heroin and one count of criminal use of a communications facility.

--Hope Koch, 41, 1224 13th Ave., Altoona, is charged with one count of delivery of heroin, one count of possession of heroin and one count of criminal conspiracy to deliver heroin.

--Lacey Harber, 26, 305 N. 5th Ave., Altoona, is charged with two counts of delivery of heroin, two counts of possession of heroin, one count of criminal conspiracy to deliver heroin and one count of criminal use of a communications facility.

--Kenneth Harrell, 25, currently incarcerated in the Blair County Prison, is charged with five counts of criminal use of a communications facility, three counts of delivery of heroin, three counts of possession of heroin, two counts of delivery of crack cocaine, two counts of possession of crack, one count of conspiracy to deliver heroin and one count of conspiracy to deliver crack cocaine.

--Justin Lapenna, 27, 420 Baynton St., Altoona, is charged with two counts of delivery of heroin, two counts of possession of heroin, two counts of criminal use of a communications facility and one count of criminal conspiracy to deliver heroin.

--Shaun Ross, 28, 132 E. 2nd St., Apt. 2, Williamsburg, Blair County, is charged with three counts of delivery of heroin, three counts of possession of heroin, three counts of criminal use of a communications facility and one count of criminal conspiracy to deliver heroin.

--Lamont Valentine, 28, currently incarcerated in the Blair County Prison, is charged with six counts of delivery of crack cocaine, six counts of possession of crack cocaine, five counts of criminal use of a communications facility and one count of criminal conspiracy to deliver crack cocaine.

--George Ceballos, 24, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of heroin, two counts of possession of heroin and two counts of criminal use of a communications facility.

--Monika Sylvester, 29, 1900 4th Ave., Altoona, is charged with two counts of criminal use of a communications facility, one count of delivery of heroin, one count of delivery of bath salts, one count of possession of heroin, one count of possession of bath salts, one count of criminal conspiracy to deliver heroin and one count of theft.

--Krista Noel aka Krista Lang, 33, currently incarcerated in the Blair County Prison, is charged with two counts of criminal use of a communications facility, one count of delivery of heroin, one count of delivery of bath salts, one count of possession of heroin, one count of possession of bath salts, one count of criminal conspiracy to deliver heroin, one count of criminal conspiracy to deliver bath salts and one count of receiving stolen property.

--Frederick Glass, 35, 428 3rd Ave., Altoona, is charged with one count of delivery of bath salts, one count of possession of bath salts and one count of criminal conspiracy to delivery bath salts.

--Davon Smith, 27, 606 1st Ave., Altoona, is charged with two counts of delivery of heroin, two counts of possession of heroin and two counts of criminal use of a communications facility, two counts of delivery of heroin and two counts of possession of heroin.

--Ashley Johnson, 30, 1300 17th Ave., Altoona, is charged with one count of delivery of a counterfeit controlled substance.

--Christine McKnight, 33, 1016 17th Ave., Altoona, two counts of delivery of heroin, two counts of possession of heroin and one count of criminal conspiracy to deliver heroin.
